Yes, empty, with plugs and receptacles. I can buy them in a shop here
(pricey) but they are used by common projects (f.ex. Elektor, Velleman)
and every plastic box maker should have some.

I think even Mouser had some a few years ago in their catalog, I am
looking in the online version now (but can't seem to find any). Try to
look for 'dimmer enclosure' or 'wall wart enclosure' or 'ballast
enclosure' or such. I am sure someone on this list has bought some in the
past. For some reason they are hard to find on the web. Note that you need
to find the ones that match your country's receptacles and plugs.

The ballast boxes are plugless boxes designed to clamp (and secure against
pullout) on a mains cable that runs through them.
