Ahh, add this to the #FUSES....   NOLVP.

There is a pin for programming the PIC on +5V and the fuse tells the PIC =
to
use it or use it as an IO pin.  If it floats and the LVP fuse is set, it
resets the PIC after what it thinks was a program attempt.
