Mostly fo get lower impedance (ESR), and therefore lower ripple, =
especially in switchmode supplies.
If the 470 and 2200 caps have the same impedance, then using the 470s =
will reduce the ESR by a
factor of 4, and may be cheaper than using a single low-ESR 2200 cap. In =
practice, ESR of larger
values is often higher, so the improvement may be more than 4x

Other reasons might include part availability/cost and shape/size =
limitations.
