Because the 16c745 has a USB port on it, so I can make it act like the
628, but take it's commands from the USB port instead of an RS-232 one.

IIRC, the 16c745 is what's in the 'Flash Starter Kit' from Microchip.

Same reason as above. The Wisp628 plugs into an RS-232 serial port, not a
USB port.
