The best and easiest way if you don't know about electronics is to cut th= e legs close to the chip with a thin sharp knife if the part is surface mou= nt or with a pair of cutters if the part is through hole. Then just lift ou= t the legs with a soldering iron and desolder the pads / holes afterwards. Then just solder the new part in.
