The "> " you see above were placed there automatically by OE. In OE, go to TOOLS > OPTIONS > SEND and make sure you always send everything as PLAIN TEXT. Then go to PLAIN TEXT SETTINGS. Make sure you select MIME > NONE for encoding type. Now you can also see where you select how replied-to text is to be "indented".
