The programmed behaviour is to check what the user specifies as target. If the ID word can not be read there is little chance the PIC can be programmed at all. I have never tried ICSP with a 32kHz osc on RB6/RB7. Do you have a resistor in series with the crystal? Even if not needed for socillation it might help ICSP.
