Your guess may be a better one than you may expect.
Diesel exhausts contain products which are amongst the most carcinogenic
known. The very fine particles do bad things to lungs. Filtering is possible
but difficult and has largely been ignored. Proposition 65 (which I know
nothing of) may not be quite as "PC" as you might hope.
