Digikey have 12C508 at $US1.58 / 1 and $US0.96 / 100 Z8PE002 at $US2.25 / 1. and $US1.17 / 100 ATTiny11 at $US1.48 / 1 and $US1.16 / 100 If I HAD to do this analogish and cheap I might start with something like the NAND gate circuit attached. This provide NAND function for input pulses when the pulses are coincident. BUT the microcontroller circuit also attached starts to look quite attractive. Note that for the uP cct to be that simple it has to have internal clock, reset and anti-brownout. The 12C508 doesn't qualify. You COULD do this with discrete transistors for, probably, lowest raw parts cost but highest component count. I've just gone back and read the spec again. It's complex and not yet tightly defined.
