Actually, there *IS* a standard for consumer audio equipment: EN61938.
Trouble is, not too many people bother to follow it.
FWIW, it states that Line Level is generally 0.5 VRMS.

In the USA, an often-followed convention for consumer equipment is
-10 dBV, which is around 0.316 VRMS
