That still doesn't make sense.  The average DC level and the RMS value of
the sine wave are two different things.

For the average DC level, how fast must the resulting value respond?  What
signal to noise ratio is required?

For the RMS value, is the RMS of the complete input signal (sine + DC
offset) desired or just the AC component?

Your questions make is sound like you are jumping into the middle of an
implementation without a clear definition of the overall problem.  What are
you trying to accomplish?
