This *normally* should not happen. This is a "latch up" situation. Usually occurs with cmos logic. What is your processor doing at the time of failure? Is it programmed? Is there a proper POR condition present? Is the BOR used? If not, the device is running away and performing illegal operations. It could self destruct.
