Hugging is one of those settings that does not have a single best answer.
It can be useful during early passes to keep the autorouter from making a
mess it can't route thru anymore.  However, once a solution has been found
it has little value and often hurts more than helps.  That's why I turn
Hugging to zero in later passes.
