In the route dialog, set the "direction" of the layers you don't want to "N.A." (Not applicable.) Alternately, you can use is route ctl file that makes one layer more and more expensive for each pass. There is a ctl file like this either in the distribution or downloadable, called ftp://ftp.cadsoft.de/pub/userfiles/misc/1layer.ctl that does this somewhat reasonably, creating traces that look like "jumpers" in the other layer. Worry, though. Most of what little intelligence there is to the cadsoft router is in moving traces and parts of traces from one layer to another. Remove that capability and it tends to have a very hard time doing a good job. It's still sometimes useful to find a starting point...
