I haven't looked at that specific data sheet, but that would be contrary
to the way the internal oscillator is specified for all the PICs I have
looked at.  I think it's rather unlikely Microchip made an exception in
this case.  Check the data sheet again.  Can you quote the specific
section that says this?

All PICs work on 4 internal Q cycles per instruction cycle, so they would
need to engage the PLL to produce an internal 32MHz clock.  I find this
highly unlikely.
