When I was in that business, I discovered a simple way to get customers to write a good functional spec: Just ask them to write the User's Manual for the product. Non-engineers seem to find it much easier to write logical, detailed descriptions of a product's features in THAT form than in the form of whatever they imagine a "Technical Specification" should be... And writing it as a User's Manual also practically forces them to specify ONLY the features, as opposed to the implementation of those features.
