The regulations are in article II of our constitution.

Therefore it will take an amendment to the constitution for the rules to
change. It is exceedingly difficult to make a constitutional amendment (for
very good reasons) so, it is unlikely to happen in the foreseeable future.
We couldn't even pass an amendment guaranteeing equal rights for women so, I
doubt we'll allow foreigners to be president.
