I guess it depends on what it is you intend to use to make the commercial panels. I went through a loop with a local company to get a couple of panels silk screened as I wanted a professional finish for them, and they required a post script file. I ended up doing this by configuring an HP post script printer and then printing to file. The only problem with this was it is limited to A3 (metric) paper size, which was not a problem in my case. There are drivers out on the web that will do larger size. Beyond this any package will do. However be aware that some CAD packages do bold characters by drawing an outline and then filling it in with lots of diagonal lines. This produces very large files with long processing time that they silk screen makers do not like. You would be better off with a package that will do the native fonts.
