Rather the very lowest part of the PCL...

The 18F1220 data sheet (DS39605B) says on page 49 :

"The offset value (in WREG) specifies the number of
bytes that the program counter should advance, and
should be multiples of 2 (LSB = 0)."

So make sure that W is h'00', h'02', h'04', h'06' and so on.
