I assume you mean the PIC UART is connected to the FT232 chip.  When does
this "tight loop" start?  Obviously the FT232 chip won't fully function
until it is enumerated and set up by the USB driver on the host system,
which won't happen immediately after the USB cable is plugged in.  You are
waiting until the chip is fully enumerated and set up, right?
