Have a look at www.DSPguide.com - A good introduction . You'll need to get into manufacturers data sheets to figure out exactly how to implement things however. Spectrum Digital sell starter kits which is a good way to go (Texas DSPs) - or, just quietly, the dsPIC starter kit looks like a winner also - but don't ask how I know.
