Slotted pads are normally specified by submitting a drawing to the PCB manufacturer to show the location and orientation of the required slots. These are not normally available "off the shelf" as the PCB manufacturer has to jig up to mill a slot or make a suitable punch of the size required. The normal way of allowing for them is to use a large enough pad to take a round hole the size of the major diameter of the slot. Then when doing a one off or development work a normal round hole is drilled in the pads.
