I wouldn't try to exactly model the old mechanical system.  It will
probably be a lot easier to create a suitable output just thinking about
what the car wants.  For starters, add a little derivative into the output
signal.  Adjust the gain and low pass filter parameters of the derivative
signal to suite.  You'll have to experiment, but most likely something
that simple will work fine once it's tuned.
