It is without doubt one of the most vague, confusing bits of Microchip documentation that I have seen in a while. However, I think the general concensus is correct, that frequently writting to the eeprom will put the other locations (that aren't written as frequenctly) at risk, hence the advice to move these less frequently written locations into program memory.
