Jo, whithout seeing the "whole picture", that is all rellevent code where you initialize the timer and other rellevant FSR's, this will never be anything but guessing. *my* best guess is that, since the TMR1 must be one of the most used peripherials, and the 16F628 is one of the most used PIC models, it *is* something else in your code, not a hardware or documentation "bug". Make the shortest reproducable *complete" code example you can that shows what you are seeing and post it. Then anyone can easily load it and check.
