If you use the PIC's ADC with VREF= 5 volts, that will give you 5 millivolt resolution which corresponds to 0.5 degrees Fahrenheit. The resistor I think you're referring to is connected to a negative supply voltage to allow the LM34's output to go slightly negative and thereby indicate temperatures lower than zero degrees F.
