It may also be as you thought...I was quite surprised by the relative illiteracy of the people who were in my classes. I wasn't given the option of completely skipping these classes; you can test out of one or two, but I think I probably took no less than 36 credit hours of 16-week courses which were in no way related to my major and had already been covered by high school.
