    It might not be inconsistent at all; the key word in the note is
    "only". My guess is that frequent writing to some cells in the
    EEPROM can cause stored constants to fade from other cells.

    P.S.  By the way... To answer the original question, a "refresh"
          would be a re-writing of all the data in the EEPROM.
