Can these chips tolerate a voltage on an I/O pin when the chip is not
powered up?
The data sheet (SPRS145) leads me to believe that they can, but it is
not explicitly clear.  Since micro's typically don't like this, I
thought I would ask to see if anyone knows for sure.
