Kinda, although it has more to do with the student have NO CHOICE as to what courses they will take (and at what times) until fourth year, and even then you choices are limited somewhat. (you do get a few minor choices in first year: hard math or easy math, and in second year: a choice of two humanities electives offered at the school). While it sounds very restrictive it actually is kinda nice, I never had to get up at 6am to try and join a course before it got full, I never had to figure out my schedule (until fourth year). Looking back I think it's a good way of doing things.
