If I sell a C compiler and I say that it's ANSI C, that means that it should conform to certain clearly defined specifications. The same thing applies when you use RS-232 to describe a serial interface. It should generate the signaling voltages that are clearly specified in the "Recommended Standard", or it's not compliant and it shouldn't be labeled as RS-232 without using some kind of disclaimer.
