Indeed.

I think a major part of the equation is that you have a certain fault rate
per line which is a smallish fraction in faults per line per year (somewhere
under 0.1 - been a long time) and you place extra equipment on the line
which itself can go faulty and can in some cases add to the faults and adds
labour costs to install.

Still sounds like a good idea though.
