The circuit itself should ensure that the PIC I/O current and the like is kept within the maximum limits. If this is done, the PIC won't draw excessive current unless it is already broken. Fuses are for preventing property damage and injury in case of part failure or abuse. They can also be appropriate to protect expensive or difficult to replace components, but they have their own cost too.
