It's basically sunburn of the retina, so it can vary in severity, obviously. I had a low-level, slow exposure, and as soon as I felt the problem developing I left the room and didn't go back in - I recognised it for what it was, others may not have realised. I understand that the levels of UV from an arc-welder can be high enough that a single "flash" can cause the problem.
