Well, as others have said - a PIC cannot emulate a USB host. As to the USB - DB9 adaptor, all the ones I've seen go the other way. Let a USB computer connect to a serial peripheral, so I don't think that's an option. About the only option I can think of (especialy considering you said time is more critical than money) is to find a different UPS, one that does work with serial.
