In many jurisdictions that homeowner may do there own work, but they are still supposed to get a permit and have the work inspected. At the my prior home I installed a new 200A service, and two underground services (100A and 30A) to outbuildings. I also completely rewired both outbuildings. I was rather proud of myself when the inspector (who is paid to find _something_) found nothing to complain about.
