The FCC has handed over specification and testing of terminal equipment to an outside body. Going back a few years, though, you'll find the on-hook requirements in part 68. See http://www.hallikainen.com/FccRules/2000/68/312/

In general, for DC, the on-hook resistance must be greater than 5M ohms for all DC voltages up to 100V.
