The phone companies have some definite ideas about this :-) But something like a 1 megohm load looks like a very bad line and MAY be left alone. At 50v that's 50 mW. If you used a 90% efficient inverter that would give you around 9 mA at 5v. YMMV. Actual onhook resistance is far lower than 1 Mohm but the phone company will not like you.
