yes.

current out is very slightly less than current in.
power out is power in, multiplied by the ratio of the output voltage to the input voltge

9v 1a output from 12v is 1.001 a in, 1 a out, and 9/12 the input power, 9 w out as opposed to 12w input. 3w heat.
