I think that alt.computer.consultants 'was' such a place.  Now it's more
of a place to find out about that latest corporate IT outsourcing move
from the resident troll and get depressed about US IT jobs fleeing the
country.  Of course if you happen to live in Bangelore, it's an
overflowing fountain of good news.
