There have been a number of different threads on the
PIClist during the last 6 month about rotary encoders.
Check what the archives tells you.

Check the encoders, check the archives and then, if you're
stuck, ask here.

I did an implementation (400Hz polled using a timer) on a
18F-series PIC, and it works like a charm...
