Matte black acrylic and strips of adhesive aluminium foil have
worked for me. I arrived at this combination using a VCR remote
and a camcorder. As a camcorder is responsive to IR it's quite
clear in the viewfinder what reflects and what doesn't. I also found
that closer wasn't always better. Some optos have a sweet spot.
A comparator may be useful to sharpen the distinction, especially
if the bands are narrow and/or the rotation is fast
