For a somewhat different approach, check out
http://www.newscanner.com/frame.htm and click on the EyeBall link (their
stupid frames setup means I can't just provide the direct URL).  This
method eliminates the multiplexing problem, but of course creates a new
set of problems.  The 16 LEDs are controlled by a 16C66, which also
handles the horizontal pixel synchronization, scrolling, and contains the
font table in its memory.
