From my experiance with Eagle this is exactly the problem. Often this is caused by library parts that have different power/ground names (i.e Vss on the MAX232 and GND on the PIC) it can also be caused by using a symbol that has a different power / groung name than the supply names you chose. (it's one of my pet peeves with Eagle) The DRC (design rule check) should ppoint this out if you run it correctly, but truthfuly I don't have much experiance with that part of the software. Do a search in the help file on the INVOKE command. Many parts that don't explicitly show thier power / ground connections will show them if you use the INVOKE command. Then you can just connect them in the schematic and the router will do the work.
