Using stuff from http://www.usdigital.com/products/
you could measure  with a HD5 encoder, EAD 10 line driver, modular phone
cable, EAR 10 receiver and all for $118 and use Jinx's software posted
as 065620a   [PIC]:PortB Interrupt on Change   on the PICLIST today.

Or Microchip's AN-696 which describes a way to read encoders using 2 of
the hardware timer/counters in a 16F877. A 74HC74 decodes the A and B
outputs into up and down pulse trains which are counted by the PIC and
subtracted to give the absolute change of position per interval.
