Have a look at some data sheets for high side drivers - e.g IR2183. (international Rectifier) They use a bootstrap arrangement to boost the drive voltage. Very simple - but it does require a diode & storage cap & reasonably frequent switching. For "DC" operation you need a separate supply of some sort.
