Imho they should fork out a couple of millions and put more separators on
the long distance lines so any oops stays local. This took out major
cities in two countries and shut down several nuclear power stations. It
should have been limited to the area where the overload occured. It would
have been if there had been separators installed on the boundaries ...
maybe the separation policy could be programmed into existing hardware and
would require no extra hardware.
