DC/DC converter driven with sin^2 modulation voltage injected into the
feedback loop and active H bridge using several MOSFETs at your output
voltage to switch polarity. Or use a fixed 2kV supply as output reference
and then modulate the dc/dc with sine.

I did not understand the part about the inductance. You can make a
simulated inductor using a valve (lampa ;-) or high voltage mosfets and an
opamp and tune it as you wish.
