There already is one for PICs (see

x.htm), so that would be a waste of time, not to mention a lot of effort.
Other manufacturers also provide free IDEs.  This seems to be a trend
especially among the smaller wannabe players, like Cygnal, Zilog, Atmel(?).
I think even Motorola has a free IDE.  In fact, the only exceptions I can
think of (although I'm sure there are more) is 8051 development probably
because no one company is guaranteed to reap the chip sales benefit, and
TI's DSP development IDE.

It's your time, but don't you have something better to do?
