The reason the : is on the inside is that Microsoft decided to look out
for the interests of people who rabidly forward jokes and 'stuff'.  It
deletes the "[EE]:" tag if the colon is placed outside the bracket when
replaying to or forwarding a message, when the : is on the inside it
doesn't delete it.

So we've adopted the strange notation of "[EE:]" to cater to those on
this list who use Outlook Express and are afflicted by this particular
(non configurable) "feature".

The reason why it's not used by everyone is that the change was made a
short while ago, and it takes awhile to teach an old piclister new tricks.
