The reason the : is on the inside is that Microsoft decided to look out for the interests of people who rabidly forward jokes and 'stuff'. It deletes the "[EE]:" tag if the colon is placed outside the bracket when replaying to or forwarding a message, when the : is on the inside it doesn't delete it. So we've adopted the strange notation of "[EE:]" to cater to those on this list who use Outlook Express and are afflicted by this particular (non configurable) "feature".
